Tracy Arnold is a Managing Director of Mercury in Sacramento. Arnold is a skilled communications strategist with a deep understanding of issues ranging from international relations and economic policy to social justice.

Arnold is the lead strategist for The California Endowment’s statewide communications initiatives. She led The California Endowment’s Medi-Cal outreach and enrollment campaign resulting in more than 4 million Californians newly enrolled in health coverage. Arnold also built the big business coalition against Proposition 23, the effort to overturn California’s clean energy laws, which was defeated by the largest margin on the fall 2010 ballot.

Prior to joining Mercury, Arnold served as Director of Jobs and Economic Growth in the Office of Governor Arnold Schwarzenegger, where she helped form the Governor’s positions on international relations, economic development, infrastructure investment and clean transportation. She served on the Governor’s American Recovery and Reinvestment Act task force.

Arnold spent nearly 10 years working with the California Commission for Jobs and Economic Growth and the Washington State China Relations Council to increase international business, tourism and direct investment into the United States. She worked alongside business leaders to normalize U.S. trade relations with China.

Arnold is a graduate of Western Washington University with degrees in business and Chinese. She earned advanced Chinese language certificates from Nanjing University in Nanjing, and Fudan University in Shanghai.
