Joe Garcia is a Co-Chairman of Mercury, based in Miami, Florida. Garcia is a life-long public servant who leverages his extensive policy expertise for clients.

Most recently, Garcia served as Congressman for Florida’s 26th District. During his time in Congress, Rep. Garcia served on the Committee on the Judiciary, including the Subcommittee on Immigration Policy and Border Security, and the Subcommittee on Regulatory Reform, Commercial and Antitrust Law. He was also a member of the Committee on Natural Resources and several of its subcommittees.

Prior to his election to Congress, Garcia was appointed by President Obama to serve as Director of the Office of Economic Impact and Diversity at the Department of Energy. He has also served as the Chairman of the Florida Public Service Commission, and as an advisor to the Federal Energy Regulatory Commission (FERC) and the Federal Communications Commission (FCC). He has also served as the Executive Director of the Cuban American National Foundation, an advocacy group, and as the Director of the Cuban Exodus Relief Fund, a refugee resettlement group organization.

Garcia is a Cuban American and lives in South Florida. He has one daughter, Gabriela. He is a member of the Florida Bar, and holds a B.A. and a J.D. from University of Miami.
