Has driven congressional oversight on domestic and international monetary policy issues as Subcommittee Staff Director with the House Financial Services Committee.

Jacqueline Gulley is an experienced executive in global communications, marketing, and digital strategy with a demonstrated history of working in the data, financial, and information services industry. 

Currently, Jacqueline is Managing Director with Mercury Public Affairs where she advises clients on corporate strategy and media relations.  

Jacqueline most recently served as Senior Vice President, Communications for Moody’s Corporation. In this role, she had responsibility for all aspects of Moody’s Investors Service communications, including media relations, crisis and issues management, strategic messaging, executive communications, and global employee communications. 

Jacqueline previously served as Vice President, Ratings Communications and Head of Government Affairs & Public Policy, North America for S&P Global. In this capacity, she built a strategy of outreach and advocacy for the firm’s lines of business with regulators, third party groups, think tanks, trade associations and media, in coordination with teams in EMEA and APAC. 

Jacqueline joined the company in 2015 as Senior Director of Communications for S&P Global. In that role she helped the firm expand its media footprint with influencers, regulators, and key stakeholders. She also established the social media strategy and presence for S&P Global’s executive leadership and economists. As part of this position, she led communications on strategic initiatives including ESG, Technology, Innovation and others, in addition to overseeing communications on enterprise issues management and crises, as well as mergers & acquisitions and strategic investments.

Earlier in her career, she served as Executive Director, Federal Legislative Affairs for Verizon. There she developed the firm’s policies and communications on such issues as mobile payments, mobile banking, global emerging markets, job creation, trade, and microfinance.   

Her professional background also includes driving congressional oversight on domestic and international monetary policy issues as Subcommittee Staff Director with the House Financial Services Committee.  

She is honored to be an advisory board member of the Women’s Venture Fund, a non-profit organization committed to helping women entrepreneurs learn how to launch and grow small businesses. She is also proud to serve as Board Member of the Washington Women in Public Relations, and Co-Chair of the Women in Government Relations Financial Services Committee.  

Jacqueline holds a Bachelor of Arts from Saint Joseph’s University, Pennsylvania, and certificates from Harvard Business School in Management and Columbia Business School in Digital Marketing.
