Zach Koutsky is a Chicago-based lobbyist, political consultant, and activist with over 18 years of experience in lobbying, progressive politics, and grassroots organizing. As the founder of Berteau Consulting, a boutique government relations and political advocacy firm, Zach is known for delivering creative and specialized solutions for policy and political challenges at the local, state, and federal levels. He brings a robust network and diverse set of experiences, having worked with clients in various sectors, including labor, tax policy, cannabis, higher education, renewable energy, non-profits, local government, infrastructure, and capital projects.

With a strong track record of success, Zach has secured federal earmarks exceeding $400,000 and tens of millions in state capitol projects. He also plays an active role in the political arena, serving in senior positions on congressional, state, and local campaigns, and leading successful countywide tax referendums and redistricting processes in Illinois.

Prior to establishing Berteau Consulting, Zach served as the Legislative and Political Director for Local 881 United Food and Commercial Workers (UFCW), a prominent private sector union with a significant presence in Illinois and Indiana. Additionally, he served as a Senior Advisor and Campaign Manager to Illinois State Treasurer Michael Frerichs. With a master’s degree in Urban Planning and Policy and a bachelor’s degree in Political Science and Sociology, Zach is well-versed in integrating data into policy and political engagement and deploying effective communications strategies.

Zach’s approach to each project is founded on the belief that personalized strategies are essential to achieving the unique goals of his clients. Leveraging his strong relationships with elected officials, community leaders, and activists, he integrates their experiences to deliver impactful results. As a dedicated community member, Zach has served on the Chicago Public School’s Local School Council and is a proud parent within the Chicago Public Schools system. He and his wife, Stephanie, reside in Chicago’s North Center neighborhood with their three children and dog.
