Tiffany Waugh is a Senior Vice President in Mercury Public Affairs’ San Francisco office, where she advises clients on government relations, strategic communications, crisis management, stakeholder engagement, advocacy, public opinion research, and public affairs strategy. With more than two decades of experience spanning entrepreneurship, technology, civic leadership, and public policy, Tiffany helps clients navigate complex issues, build durable coalitions, and achieve results in challenging political and regulatory environments.

Before joining Mercury, Tiffany served as Chief of Staff to a leading San Francisco civic advocacy organization, where she helped shape public policy and community engagement on some of the city's most consequential issues. She served as a delegate to Mayor Daniel Lurie's Charter Reform Working Group, built the organizational infrastructure behind advocacy campaigns that mobilized thousands of residents, and led public engagement efforts during San Francisco's search for a new Chief of Police. Working at the intersection of government, business, and community interests, she developed a reputation for bringing together diverse stakeholders, building consensus across political perspectives, and translating complex issues into practical strategies.

Earlier in her career, Tiffany founded and led an award-winning design firm, advising clients on private estates, complex residential developments, and historically significant restoration projects. As a business owner for more than a decade, she gained firsthand experience building a company, managing teams, serving clients, and navigating the challenges facing entrepreneurs. That perspective continues to inform her work with corporate and institutional clients, particularly where business strategy intersects with public policy and community engagement.

Tiffany also worked in the technology sector with an early-stage e-commerce startup following its launch through Techstars. The company was later selected to interview with Y Combinator, providing her with firsthand experience in the pace, innovation, and cross-functional collaboration required to grow emerging companies.

Throughout her career, Tiffany has been recognized for her ability to build trusted relationships, identify strategic opportunities, and connect the right people to solve complex challenges. She brings an entrepreneurial mindset, operational discipline, and thoughtful strategic judgment to every engagement, helping organizations navigate change, strengthen stakeholder relationships, and advance their long-term objectives.

Tiffany holds a Bachelor of Science in Philosophy from the University of Miami and completed post-baccalaureate studies in Biochemistry at the University of Southern California.
