Mercury Expands to Texas

Top Legislative Strategist Jay Propes joins new office in Austin

Washington, D.C. – Mercury, a leading global, bipartisan public strategy firm, announced the addition of longtime lobbyist and strategist Jay Propes to the company’s new office in Texas based in the capital of Austin. With over 25 years of government affairs experience, Propes joins Mercury as a Managing Director.

Most recently, Propes served as a Partner at The Graydon Group for more than 15 years, providing government affairs and strategic planning for clients. From 1990-1992, Propes served as a Legislative Assistant to Texas Congressman Ralph M. Hall in Washington, D.C. handling a broad portfolio of legislative issues for the congressional office. In 1992, Propes traded roles to run Hall’s re-election campaign. After his time in public service, Propes served as Director of Governmental Affairs and Executive Director of the Texas Ophthalmological Association from 1992-2000. Propes graduated from Baylor University in 1990 and is a proud Austin native.

Chris Porrino Joins Mercury Advisory Board

Former New Jersey Attorney General Joins Global Public Affairs Firm

Westfield, NJ – Former New Jersey Attorney General Chris Porrino is joining Mercury as a member of its Advisory Board. Porrino becomes part of an illustrious group of former high-level public officials at Mercury, including former U.S. Senator David Vitter (R-LA), former Congressman Vin Weber (R-MN), former California House Speaker Fabian Núñez (D-CA),
former Congressman Max Sandlin (D-TX), former Congressman Denny Rehberg (R-MT) and former Bronx Borough President Fernando Ferrer (D-NY).

Porrino is currently a partner and chair of the litigation department at Lowenstein Sandler. A seasoned trial lawyer, negotiator and crisis manager, he possesses a rare combination of real-world pragmatism and strategic problem-solving skills forged in courtrooms, the halls of government and the glare of the national media spotlight.

Porrino was the 60 th Attorney General in New Jersey history. During his time as Attorney General, Porrino indicted and convicted the former Mayor of New Jersey’s third-largest city. He oversaw the implementation of the most significant reform of New Jersey’s criminal justice system in history, a much-needed reform of the bail system that is now a national model. Porrino also pioneered the country’s strictest opioid prescription rules, which paved the way for immediate reductions in the number of opioid painkillers prescribed by physicians in New Jersey.

In 2012, Porrino first entered public service as Director of Law at the New Jersey Attorney General’s Office. As Director, he led a team of 500 civil lawyers that oversaw thousands of litigation matters and dozens of trials on behalf of the state’s numerous departments and agencies, including the Departments of Environmental Protection, Banking and Insurance, and Transportation, as well as the Division of Consumer Affairs.

Porrino also served as Chief Counsel to Governor Chris Christie. As one of only two direct reports to the governor, Porrino had responsibility for judicial appointments, legislative matters and all state authorities.

Prior to his government service, Porrino was a partner and vice chair of Lowenstein Sandler’s litigation department, where he focused on criminal and civil trial practice. Earlier in his career, he served as a law clerk to then-Magistrate Judge Freda L. Wolfson, U.S. District Judge for the District of New Jersey. Born and raised in New Jersey, Porrino graduated from Lehigh University and received his law degree from Seton Hall University School of Law. He resides in Summit, New Jersey, with his wife Christina and their two children.

Mercury Announces Launch of South Carolina Office

Top Campaign Strategist Katon Dawson to Join Mercury in Columbia, Legal Expert Butch Bowers to Advise Firm as Of Counsel

Mercury, a leading global, bipartisan public strategy firm, announced the addition of political strategist Katon Dawson to the company’s first office in South Carolina. Dawson, who served as Chairman of the South Carolina Republican Party for seven years, joins Mercury as a Managing Director. Legal expert Karl “Butch” Bowers Jr. also joins as Of Counsel. Both will be based in the state capital of Columbia, SC.

Dubbed “a tough-as-nails southern warrior” by Washington Times Columnist Donald Lambro, Dawson served at the helm of the South Carolina Republican Party through four election cycles. Under his leadership, the party gained a U.S. Senate seat, defeated a Democrat governor, and picked up two statewide constitutional offices.

Dawson has deep ties with both of South Carolina’s sitting U.S. Senators. Dawson played a leading role in Senator Lindsey Graham’s campaign in 2002, co-chaired his 2008 reelection campaign and served as Chairman for his 2014 Super PAC. Additionally, Dawson recruited Tim Scott in 2010, the first African-American elected to Congress in South Carolina since Reconstruction. Dawson served as Senior Political Advisor for Governor Nikki Haley’s campaign and co-chairman of her inaugural committee. He also served on the 2011 transition teams for 5 newly elected statewide officials.

In addition, Bowers is a practicing attorney and founder of the Bowers Law Office in Columbia, SC; in private practice, he focuses on issues at the intersection of law, politics and public policy, with extensive experience representing senior public officials and businesses in high-visibility legal matters.
